  Incorrect openstack xena neutron install repo in documentation

Status in neutron:
  Expired

Bug description:
  Referring to this document, where if I try to install those packages
  with dnf on centOS8 almost all of them fails which couldn't find
  required repo anywhere

  https://docs.openstack.org/neutron/xena/install/controller-install-
  option2-obs.html

  dnf --enablerepo=centos-openstack-xena,powertools,epel -y openstack-neutron-server openstack-neutron-linuxbridge-agent \
    openstack-neutron-l3-agent openstack-neutron-dhcp-agent \
    openstack-neutron-metadata-agent

  fails to find it. Not sure where to find the requried repo if that
  doesn't exists in xena repo.
