Panels Under Identity dashboard like Domains/Projects/Users/Groups/Roles
failed with error msg "Invalid service catalog: identity". It happens
after devstack stops creating the Identity admin endpoint [1].

Steps to reproduce this bug are below:
1. Update your devstack env. to the latest.
2. Open any panel under Identity dashboard except 'Application Credentials' and 
   you will hit the error "Invalid service catalog: identity"

         Status: New

   Importance: Undecided => Critical
