    [OVN] Reschedule router GW chassis when AZ updated
    
    when chassis's available zone updated, triger rescheduler router
    gateway chassis.

  [ovn]chassis available zone changed,  not reschedule router
  gateway_chassis

Bug description:
  If neutron uses ovn-router as the router plugin, rescheduling is performed when the physical network or gateway attributes of the chassis change to ensure that the gateway bound to the router meets the requirements.
  but chassis's available zone changed, can not trigger rescheduler.
