Remove "allow_overlapping_ips" config option
It was deprecated in Yoga by patch [1]. Now it's time to remove it.

Bug description:
Help message of this option is saying that it "MUST be set to false
when Neutron is used with Nova's security groups". But is it really
still the case? I think it's not and we could maybe remove that option
finally? Any opinions about it?
