Title:
Is allow_overlapping_ips config option still needed really?

Status in neutron:
  Fix Released

Bug description:
Help message of this option is saying that it "MUST be set to false
when Neutron is used with Nova's security groups". But is it really
still the case? I think it's not and we could maybe remove that option
  finally? Any opinions about it?
