>From the exception "amqp.exceptions.AccessRefused" I think that your nova configuration has a wrong amqp settings, or your amqp server has wrong configuration. Check that with the credentials defined in the nova.conf's
  [DEFAULT]
  transport_url
you can connect to the message bus successfully.

I'm setting this as Invalid as this is not a bug in Nova but a
configuration problem in your deployment. Feel free to set it back to
New if you disagree.
