  placement cannot auto cleanup old unused traits

Status in OpenStack Compute (nova):
  Expired

Bug description:
  when placement service is start, it will update the traits info, but
  it only insert the new traits to add, and doesnot delete the traits to
  remove[1], we should also cleanup the unused traits.
