[Bug 1974184] [NEW] Router quota says exceeded when it is reached
Public bug reported:
Version of Openstack Horizon: Train
1. Create a project with a Router quota set to 1.
2. Log in to the project with said quota.
3. Create one router and thereby reach the quota.
4. Go to the "Network Topology" or "Routers" view under "Network".
5. See the grayed out icon that says "Create Router (Quota exceeded)"
Expected behaviour would be a grayed out icon with a message that
instead says "Create Router (Quota reached)".
