  openswan package is not available  in Ubuntu  16.04

Status in neutron:
  Invalid

Bug description:
  We plan to launch vpnaas service on xenial node in rally ci, however ,
  it is failed because openswan package is not available, and we found
  openswan package is likely not available in Ubuntu 16.04.
