  [neutron-dynamic-routing] The self-service network can be bound to the
  bgp speaker

Bug description:
  How to reproduce this problem:

  1.create a bgp speaker(name:bgpspeaker)
  2.create a self-service network(name:selfservice)
  3.bgp speaker binds a network
  neutron bgp-speaker-network-add bgpspeaker selfservice  #Added successfully

  According to[1], neutron dynamic routing enables advertisement of
  private network prefixes to physical network.
