[Bug 1990285] [NEW] Help for `network create --external` is incorrect

Hi,

The description for the `--external` option for the `network create`
command reads:

   "Set this network as an external network (external-net extension
   required)"

This is incorrect.

I am told that the `--external` option does the following:

   Specifies that the router used by the network cannot be external to
   neutron.

Networking is not my domain. However, it might help users to clarify the
word, `external`. Generally speaking it's not good form to use the same
word as the option to document the option. :^)
