Public bug reported:

There are two live migration mode in qemu, precopy and postcopy.

Currently in nova, the option live_migration_bandwidth can be used to
limit the bandwidth during live migration(precopy), the after nova
trigger the migration to postcopy, the bandwidth is unlimited.

This patch introduce new option live_migration_postcopy_bandwidth, which
used to limit the postcopy live migration bandwidth.
