currently, we set an environment variable in OpenBSD's
_get_pkg_cmd_environ():

e[PKG_PATH"] =
"ftp://ftp.openbsd.org/pub/OpenBSD/{os_release}/packages/{os_arch}/";

maybe we can set this to HTTPS?

otoh,it doesn't seem to make a difference to pkg_add at all, so we can
just scrap the function.
