Title:
  lookup DNS  and use it before creating a new one

Status in neutron:
  Won't Fix

Bug description:
  In some deployment DNS is already pre-populated for every IP. To make
  Neutron use this DNS name, the attribute dns_name needs to be filled.
  It would be more straightforward to provide in Neutron a way to fill
  automatically this dns_name, doing a reverse DNS lookup.
