Title:
  the status of the firewall is wrong

Status in neutron:
  Won't Fix

Bug description:
  a router is associated with one firewall and the router is the only
  one that assiciated with the  firewall, when the router is deleted
  ,the status of the firewall should be INACTIVE ,but it is ACTIVE
  actually (now the firewall is associated with no router).
