   Remove deprecated external_network_bridge option

Status in neutron:
  Fix Released

Bug description:
  The l3-agent option external_network_bridge has been deprecated in
  Liberty[1] because when non-empty the l3-agent ignores network
  provider properties. It also ensures to handle in the same way
  internal and external networks.
