  [neutron-tempest-plugin] glance service failing during the
  installation

Bug description:
  In some neutron-tempest-plugin CI jobs, "glance" service is not starting:

  Error:
  [ERROR] /opt/stack/devstack/lib/glance:361 g-api did not start

  That could be caused because of a recent patch in devstack:

  According to the owner, that should be fixed with
  https://review.opendev.org/#/c/741687

  In those jobs, the service "tls-proxy" is disabled:
  https://github.com/openstack/neutron-tempest-
  plugin/blob/master/zuul.d/base.yaml
