Investigation:
The neutron server creates the port and sets it to UP. It also sends the "vif-plugged-event" [1], that is received by the Nova server.

So far, I don't see where in this flow Neutron could be failing and why
Nova declares the VIF is not created.

I'll keep this bug open just in case we see another occurrence.
