Title:
  CLOUD_INIT_REMOTE_HOOK appears broken in 0.7.2/latest

Status in cloud-init:
  Won't Fix

Bug description:
  Using the rightscale module with the following in EC2 userdata:

  CLOUD_INIT_REMOTE_HOOK=http://rightscale-
  oss.s3.amazonaws.com/bootstrap_rightlink_5.8.8_x86_64-ubuntu-ec2.bash

  Fails, outputting the following:
  2013-11-11 02:43:28,692 - __init__.py[WARNING]: Unhandled non-multipart (text/x-not-multipart) userdata: 'CLOUD_INIT_REMOTE_HOOK=h...'

  This looks like a regression of
  https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/668400

  I can confirm the functionality works in 0.6.0 and 0.6.3.
