In the past, we used the Neutron Dynamic Routing agent to announce our
non-SNATed tenant networks via BGP. The Neutron Dynamic Routing does not
work with OVN. To be able to use the ovn-bgp-agent as a replacement and
to be able to filter on the address scope there as well, the address
scope should be written into the OVN databases.
