  Deferred bridge doesn't obey of_interface:
  https://git.openstack.org/cgit/openstack/neutron/tree/neutron/agent/common/ovs_lib.py?id=fbe8f9eddbdd61e6692b92c57b930f17923a0ed7#n340
  and instead always calls ovs-ofctl.
