I believe that the following problem:

...is a bug on OpenStack on Ubuntu Xenial.
I faced this problem last night and the workaround (disabling IPv6)
works.
Now, "ip -6" shows nothing, I can create neutron networks / subnets,
no "RTNETLINK answers: Permission denied" anymore.
