[Bug 1999161] [NEW] Instance failed to reach ACTIVE status and task state "None" within the required time (600s)

 

Public bug reported:

During an automated test run of Focal Yoga OpenStack release, the
Tempest validation testing failed because the test for
tempest.api.compute.volumes.test_attach_volume.AttachVolumeTestJSON
failed with the following traceback:

SHUTOFF. Current task state: None.

This was the only Tempest test that failed. Other Tempest tests
completed successfully.
