  set neutron quota not  take effect

Status in neutron:
  Fix Released

Bug description:
  After create a new project, set the project's quota concurrently, eg: port=100
  Enter the neutron db, can found multiple quota records about this project and resource=port.

  After that, we set the quota for this project, the quota value
  returned each time remains unchanged.
