So that powervm change fails the check queue since it's terribly out-of-
date, and there is noone that seems to want to fix things looking at
other changes over the past year. For that reason I'll close this bug.

  RPC get_device_details inconsistency

  Fix Released

Bug description:
  The "get_device_details" accepts an optional "host" argument, yet [1]
  expects it to be set. This inconsistency is breaking agents that do
  not pass the optional host argument.

  We should probably either make this argument mandatory or avoid
  matching bindings against it if it's missing.
