  Smartnic port's MTU is not set correctly

Status in neutron:

Bug description:
  openstack version: ussuri

  When Neutron network's MTU is set to a value other than 1500 (i.e,
  9000), the Smartnic port's MTU is always 1500.

  The expected behavior should be to set port's MTU according to the
  network's MTU which it belongs to.
