[Bug 2002668] [NEW] horizon security group pagination

Public bug reported:

On horizon there is no pagination for security group page . I have near 1500 security group and page loading takes about 3minutes ! 
I think this page need pagination like instances page for solving this issue . also sometimes I have 504 gateway timeout when I takes too long to load
