Title:
  The neutron-keepalived-state-change.log log is not rotated and grows
  without bound until disk is full

Status in neutron:
  Invalid

Bug description:
  There is no facility to rotate neutron-keepalived-state-change.log
  which means it grows without bound. This leads full disks and failure
  of openstack components.
