Title:
  Cannot delete server if the instance in 'BUILD' status

Status in OpenStack Compute (nova):

Bug description:
  When my openstack fails to launch a vnf, the instance/server it
  created is still in BUILD state and cannot be deleted using this
  command:

  `openstack server delete <instance id or name>`

  The result is always like this:

  `No server with a name or ID of '<instance id of name>' exists.`

  Then the server stucks there forever.

  Here is the nova logs when running openstack server delete:
