  neutron-db-manage autogenerate is generating empty upgrades

Bug description:
  The alembic autogenerate wrapper,

    neutron-db-manage revision -m "description" --[contract|expand]

  is no longer collecting model/migration diffs and is generating empty
  upgrade scripts.

  Not sure when this broke.
