HM's uuid is included in the external_ids of the associated LB, like
this:
"octavia:healthmonitors"="["483e8e50-3d0a-4f03-9c4b-42ab315f5a11"]". The
expected behavior is that this entry would be removed from the
external_ids of the LB when the HM is deleted. But currently, this entry
is not removed or cleaned up.
