[Bug 2008989] [NEW] horizon containers are in reboot loop post deployment on RHOSP 16.2.X and 16.1.X versions

description:
We provide Trilio Horizon plugin through RHOSP horizon container image, by rebuilding the image using RHOSP openstack-horizon as base image.
When customer installs a latest  trilio horizon image built using RHOSP-16.1.9 on a older RHOSP release say RHOSP16.1.8, horizon container fails to start and goes into restarting loop.
The issue is also observed when trilio horizon image built using RHOSP-16.2.4 on older RHOSP release RHOSP-16.2.3.

Expected Results:
Latest minor version horizon images should work fine on older/newer minor versions of RHOSP16.1 and RHOSP16.2
Like RHOSP16.1.9 horizon image should work fine on RHOSP16.1.8 cloud.
RHOSP16.2.4 latest image should work on RHOSP16.2.3 cloud.
