  [OVN] "DBInconsistenciesPeriodics.check_for_inconsistencies" failing
  during port deletion

  Invalid

Bug description:
  "DBInconsistenciesPeriodics.check_for_inconsistencies" fails to delete
  a port when the port has no "neutron:network_name" in the external_ids
  dictionary.
