When a tenant A creates a port but an admin associated a FIP to that
port. At this point, tenant A cannot delete the port, because a foreign
key relation with the FIP (500 server error).

`ports` (`id`))')

Basically the issue is the user is not allowed to disassociate the port
from the FIP,
