This has been attempted may times in the past, without success (see
references below). At this point, I'd rather set honest expectations
that this will never get done, and close this bug.

  Live-resize feature

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  I understand that openstack doesn't support live resize/hot add vcpu
  and memory for now. Is it possible to support it?
