  cc_ssh.py doesn't honor host key paths in sshd_config

Status in cloud-init:
  Expired

Bug description:
  If one has configured sshd_config to place host keys in a non-default
  location (e.g. on some persistent volume that survives instance
  termination/recreation), cc_ssh.py will still create keys on the first
  boot in /etc/ssh/
