I'm using Ubuntu images from here https://cloud-images.ubuntu.com in
an OpenStack Liberty running on a ppc64le host and getting the
following warning:

The debug info from Ubuntu 17.04 is attached, however it happens from
16.04 to 17.10
$ dpkg-query -W -f='${Version}' cloud-init
0.7.9-113-g513e99e0-0ubuntu1~17.04.1
