Title:
  there is a window between user being created and ssh_pwauth being
  honoured

Status in cloud-init:

Bug description:
  I booted an instance locally and managed to log in over ssh using a
  password despite ssh_pwauth being false. Turns out that this was
  because the user was created around two minutes before sshd_config was
  updated.
