  cloud-init's initramfs handling should generate v2 network-config

Status in cloud-init:

Bug description:
  There's no reason for it to continue rendering the old version when we
  support v2.

  (Once [0] lands, this will also require modifications to the Oracle
  data source, which merges its own network configuration into the one
  generated from the initramfs.)
