  FreeBSD add module to manage pkg repositories

Status in cloud-init:

Bug description:
  Most Linux distros have a module to add/manage repos, and since
  FreeBSD's "pkgng" (pkg, really) supports more than one repo, we might
  wanna add support for that.

  repos are configured in /usr/local/etc/pkg/repos/<name>.conf
  They are in UCL format: https://github.com/vstakhov/libucl
  the concrete format is described in pkg-repo(5): https://man.freebsd.org/pkg.conf(5)#REPOSITORY_CONFIGURATION
