Public bug reported:

The Neutron patch [1] removed the need of
"neutron_lib.db.model_base.HasProjectPrimaryKeyIndex", that was deleted
from neutron-lib in [2].

We are now using an old version of Neutron, 23.0.0.0b2, with the latest
released neutron-lib, that removed the mentioned class.
