Deploying Openstack using Kolla (version 2023.1), using Ceph as backend
storage, and using RBD for Glance image storage. When uploading image
files, Glance API reported an error: Glance. common. exception.
InvalidImageStatusTransition: Image status transition from saving to
saving is not allowed
