  Need to remove usage of novaclient.v2.security_group_rules

Bug description:
  python-novaclient has removed the deprecated security_group_rules APIs
  in https://review.openstack.org/447707 . These are still being used by
  openstackclient (see [1]), so it will fail when a new novaclient
  version is released.
