Hi, I tested App Credentials with access rules feature. I tried allowing
filtering on only a specific image name but it doesn't seem to work for
filtering or searching API requests.

For example:
- service: images
    method: GET
    path: /v2/images?{name}

Then I try GET API:
https://xx.xx.xx.xx:9292/v2/images?name=openstack.img, it works fine but
when I try GET API: https://xx.xx.xx.xx:9292/v2/images it still returns
a full list of images instead of being blocked.
