Since [1], the test ``TimeStampDBMixinTestCase.test_update_timpestamp``
is failing because now the ``timeutils.utcnow`` method is also called
from ``ContextBase`` during the init method. This is happening when
using neutron-lib master branch (current last tag is 3.10.0).
