  [stable-only][OVN] Configure VETH interface MAC address before setting
  UP the device

Bug description:
  In [1] a change was introduced, along with the implemented feature, to
  set the MAC address of the metadata VETH interface before setting it
  up. This change should be backported to stable versions too.
