If the metadata agent write twice failures to the OVN SB within the
agent_down_time, an alert will be triggered indicating that the agent is
down. Although the SB is snapshoting and quickly recovers thereafter.

Because the "SbGlobalUpdateEvent" is Event driven and it would not retry
after "_update_chassis" falied.
