  cloud-init issue when vm's vnic has no security group

Status in neutron:
  Expired

Bug description:
  VM will fail to get metadata with cloud-init timeout error if the VM's vnic does not have security group.
  We can allow VM access 169.254.169.254 whether VM has security group or not.
