We have a job in neutron check pipeline that validates against neutron-
lib master. But we never run neutron test suite against proposed
neutron-lib patches before merging. This results in breaking gates (and
reverting patches in neutron-lib in a rush to un-break neutron). See
eg.: https://review.opendev.org/c/openstack/neutron-lib/+/919588

neutron-lib should have a job that validates against neutron master.
Even if it's just non-voting, for early warning.
