[Bug 2068118] [NEW] The "Launch Instance" button remains disabled after deleting an instance if the quota is exceeded.

Steps to Reproduce:

1. Create equal instances of quota.
2. Delete one or more instances.
3. Observe that the "Launch Instance" button remains disabled.

Expected Result
The "Launch Instance" button should be enabled after deleting an instance.

Actual Result
The button remains in a disabled state. To enable it, we need to switch to a different menu and then return to the instances menu.
