[Bug 1736669] Re: designate driver should autodetect API version
Closing as this bug has been open for a long time and no progress has
been made. If anyone wants to work on it please re-open and propose a
patch. Thanks.

Bug description:
Currently the designate driver assumes that the url it is given points
to the v2 API endpoint, i.e. it includes the "/v2" suffix. When this
is omitted, the driver makes broken calls to designate.
For more stable operations and simplified configuration, the driver
should be able to handle being given the unversioned endpoint and find
its way by doing version discovery.
